日本政府：令和6年度補正予算からUNHCRへ約4,701万米ドルを拠出

日本政府は令和6年度補正予算から、UNHCRの2025年の活動に約4,701万米ドルを拠出することを決定しました。

日本の支援は、世界25カ国における難民や国内避難民、受け入れコミュニティの支援を対象に、サハラ以南アフリカ（約1,590万米ドル）、ヨーロッパ（約1,735万米ドル）、中東・北アフリカ（約350万米ドル）、アジア太平洋（約666万米ドル）、アメリカ大陸（約360万米ドル）におけるUNHCRの活動に活用されます。

その1つ、ウクライナでは、ロシアの軍事行動が始まり３度目の年越しを迎えましたが、いまだ深刻な人道危機が続いています。戦闘が再び激化し緊急支援を必要とする地域もある一方、早期復興に向けた支援も必要となるなかで、今回の支援には、国内避難民に対する心理社会的支援や住居の修繕による安全な生活環境の確保、法的支援が含まれています。

ウクライナ以外でも、世界各地では深刻な人道危機が続いています。今回の日本の支援を通じて強化されるのは、医療、水と衛生（WASH）、食料安全保障、ジェンダーに基づく暴力の予防、生計向上、母子保健、子どもの保護・教育などの分野です。 
 

また、今回の支援には、アフリカ14カ国におけるUNHCRの活動の強化も含まれています。2025年8月に横浜で開催される「第9回アフリカ開発会議（TICAD9）」を控え、UNHCRはアフリカにおける難民の保護や難民及び受け入れコミュニティのレジリエンス強化のための支援をさらに推進していきます。 

日本政府は、2024年のUNHCR活動に対して総額1億1,857万米ドルを拠出しており、UNHCRにとって重要なドナー国です。今回の補正予算による拠出を受け、UNHCRは2025年も引き続き、日本政府やJICAを含むパートナーと協力し、人道支援、開発、平和構築の連携を強化していきます。

UNHCRが世界各地で行っている人道支援活動は、政府からの任意拠出や個人、企業からの寄付に支えられています。2025年、UNHCRは世界中における人道支援活動の実施のために103億米ドルを必要としています。皆さまからのご支援が、難民一人ひとりを支える力となります。

Government of Japan contributes $47.01 million from its FY2024 supplementary budget to UNHCR

The Government of Japan has decided to provide US$ 47.01 million from its supplementary budget FY2024 to support the 2025 operations of UNHCR, the UN Refugee Agency.

The Government of Japan's contribution will support refugees, internally displaced people, and host communities across 25 countries worldwide. The funds will be directed toward UNHCR operations with approximately US$ 15.9 million for sub-Saharan Africa, US$ 17.35 million for Europe, US$ 3.5 million for the Middle East and North Africa, US$ 6.66 million for the Asia-Pacific region, and US$ 3.6 million for the Americas.

One focus area is Ukraine, where the humanitarian crisis caused by the full-scale war is entering its fourth year. While some regions require emergency assistance due to the resurgence of conflict, others are in need of early recovery assistance. This assistance from the government will help UNHCR deliver activities such as psychosocial support for internally displaced people, repairs to damaged houses to ensure safe living environments, and legal aid.

Globally, severe humanitarian crises are ongoing, and under these circumstances, the support from the Government of Japan will strengthen interventions in critical areas such as healthcare, water and sanitation (WASH), food security, prevention of gender-based violence, livelihood improvement, maternal and child health, and the protection and education of children.

Turning attention to Africa, this contribution will support UNHCR's operations in 14 African countries. With the Ninth Tokyo International Conference on African Development (TICAD9) set to take place in Yokohama in August 2025, UNHCR is intensifying efforts to protect refugees and enhance the resilience of both refugees and host communities.

Japan is a leading donor to UNHCR, contributing a total of US$ 118.57 million to its activities in 2024. With this new supplementary budget allocation, UNHCR will continue to promote the Humanitarian- Development- Peace Nexus in collaboration with partners including the government of Japan and JICA.

UNHCR’s humanitarian operations around the world is supported by voluntary contributions from governments as well as donations from individuals and corporations. For 2025, UNHCR needs US$ 10.3 billion to implement its humanitarian work around the world. Your support will help UNHCR provide the necessary assistance to every refugee around the world.
