Results Monitoring Surveys standard questionnaire
The Results Monitoring Surveys (RMS) facilitate and harmonise monitoring of survey-based impact and outcome level indicators, ensure evidence-based reporting against multi-year strategies and support us in demonstrating our results to stakeholders.
The RMS Standard Questionnaire Overview provides the list of the 23 survey-based core impact and outcome indicators that are covered by RMS Qv3, as well as an overview of the basic structure and content of the questionnaire. It also provides guidance on questions that should not be modified and those where answer options can or should be contextualised.

The XLSForm for KoBo should be considered the original source for tailor designing your own RMS format. The XLSForm version is available in two versions:
- RMS standard questionnaire - CAPI (in-person interviewing)
- RMS standard questionnaire - CATI (telephone interviewing)
To ensure harmonised approaches across operations for data collection and indicator calculation, no substantive changes are made to the standard questionnaire. It is nevertheless necessary to adapt certain questions and response options to local realities. See the questionnaire overview document (EN, FR, ES) for guidance on which questions need to be adapted. You can use the RMS question contextualisation template to facilitate discussions with relevant multi-functional team members on required contextualisation before adapting your questionnaire in the XLSForm. UNHCR colleagues should consult with their Regional Bureau RMS focal points on questionnaire adaptation to ensure alignment with required standards and compliance with standard indicator calculation scripts.
Along with your questionnaire, you will also need to add the admin level file in order to get response options for all countries’ admin3 level in the KoBo coded XLSForm.
