Donors
UNHCR’s operations depend almost entirely on voluntary contributions from governments, interstate actors, and the UN emergency fund, as well as donations from foundations and the private sector. The regular UN budget provides a limited financial contribution (approximately only 2 per cent). UNHCR works year-round locally and internationally to fundraise for its programmes and address new humanitarian emergencies as they occur.
In a complex environment with fast growing needs of displaced and stateless persons around the world, UNHCR depends entirely on donors to provide financial contributions that can be allocated as flexibly as possible. These allow UNHCR to direct funds where they are most needed, providing protection, shelter, water, health, education and other essentials to refugees, asylum seekers, stateless, and internally displaced persons in Ukraine.
