Refugee Advisory Group

The Refugee Advisory Group is the official mechanism through which refugee representatives inform policy decision-making on resettlement and complementary pathways at the CRCP, formerly Annual Tripartite Consultations on Resettlement (ATCR).

Established in 2020, the Refugee Advisory Group is the main representative body of regional, national and global refugee representatives influencing policy decision-making on resettlement and complementary pathways at the Consultations on Resettlement and Complementary Pathways (CRCP), formerly the Annual Tripartite Consultations on Resettlement (ATCR).

The Refugee Advisory Group plays a critical advisory role in the CRCP planning cycle, working closely with the Co-Chairs and the global refugee community. Focusing on collaboration and partnership, it works closely with States, UNHCR, NGOs, and other CRCP stakeholders to facilitate effective and sustainable resettlement discussions.

Mission and objectives  

The Refugee Advisory Group's core mission is to create a platform for refugee experts and refugee-led organizations (RLOs) to actively engage in the planning and realization of the CRCP's objectives in close partnership with UNHCR and the CRCP Co-Chairs. It is committed to promoting meaningful refugee participation in decision-making processes affecting their lives. To achieve this mission, it has set clear objectives guiding the work of the group:

  • Serve as a bridge between the CRCP community and global refugee communities, facilitating open communication and collaboration.
  • Coordinate the meaningful participation of refugees and RLOs in the Working Group on Resettlement and CRCP, providing them with a voice in shaping policies. 
  • Strive to influence the work of CRCP participants, particularly in the design and implementation of better resettlement policies and commitments.

Members 

The group includes members that have experienced resettlement/complementary pathways or have professional knowledge of related programs and processes in addition to their lived experience of forced displacement. The composition of the group includes:  

  • members from global and regional refugee networks; 
  • members from local and national refugee networks; and
  • independent refugee advocates and experts.

Call for applications for new refugee advisors – open until July 19

Refugee participation contributes to more sustainable and impactful solutions, including in Resettlement & Complementary Pathways. Refugee engagement results in innovative forms of advocacy and the development of policies more closely aligned with the realities faced by refugees. In addition, it empowers refugees to become active agents in solutions available to them and their communities.

The Refugee Advisory Group to the CRCP is an important formal mechanism consisting of 15 refugee representatives. The Refugee Advisory Group to the Consultations on Resettlement & Complementary Pathways (CRCP) advises on the planning of the CRCP, the CRCP objectives and Resettlement & Complementary Pathways programs more broadly. We are pleased to announce that as of today a call for applications is open for new refugee advisors to join this group. They will have a 2-year tenure.

The main purpose of the Refugee Advisory Group is to:

(a) Act as a liaison between the CRCP community and refugee communities at large;

(b) coordinate refugee participation and statements at the working group consultations and the CRCP itself;

(c) create spaces for refugees to engage in discussions on matters of their own concern related to third-country solutions, resettlement, and complementary pathways; and

(d) actively support the meaningful inclusion of refugees in a representative and non-discriminatory manner.

To be a member one should:

  • have lived experience of either Resettlement or Complementary pathways;  or
  • have (professional) knowledge of or experience in Resettlement or Complementary Pathways, in addition to their lived experience of forced displacement;   
    The deadline for applications is 19 July 2024. After the closure of the applications, a selection committee comprising this year’s CRCP Co-Chairs, the government of Spain and ACCEM; UNHCR Resettlement and Complementary Pathways Service in the Division of International Protection; and former members of the RAG will select new members to serve on the Refugee Advisory Group.
