Embracing Refugees with Dignity: Nigeria's Exemplary Commitment to Forcibly Displaced People

As the Global Refugee Forum convenes in Geneva from 13-15 December 2023, it is important to recognise Nigeria's commendable role in the quest for refugee protection and solutions, a commitment deeply rooted in both international and national frameworks. Nigeria, as a state party to the 1951 Convention relating to the Status of Refugees and its 1967 Protocol, has demonstrated an unwavering commitment to the principles enshrined in these pivotal international agreements. Notably, Nigeria has acceded to these treaties without reservations, underscoring its dedication to upholding the rights and dignity of refugees.

Further reinforcing this commitment, Nigeria has effectively domesticated these international standards through the National Commission for Refugees Act. This legislative framework not only establishes but also delineates the responsibilities of the National Commission for Refugees, entrusting it with the crucial task of protecting refugees and other forcibly displaced persons within the country. This integration of international norms into domestic law exemplifies Nigeria’s holistic and robust approach to refugee protection and support.

Nigeria, a nation celebrated for its rich cultural diversity and burgeoning economic potential, notably hosts over 100,000 refugees and asylum seekers, primarily from the conflict-affected regions of Cameroon. Embracing an 'out of camp' policy, Nigeria facilitates the integration of these refugees into local communities, promoting social cohesion and mutual understanding. This policy approach is a testament to Nigeria's commitment to creating a progressive and inclusive environment for refugees.

At the quadrennial Global Refugee Forum, Nigeria’s role transcends that of a participant; it stands as an exemplar of solidarity and responsibility-sharing in the global context. Nigeria's participation in the Forum is a reflection of its policies, experiences, and advocacy for greater international engagement in refugee support.

At the Forum in 2019, Nigeria pledged to integrate refugees, internally displaced persons (IDPs), and returnees into national development plans, enhancing protection capacities and ensuring access to sustainable solutions. The 2023 Forum is an opportunity for Nigeria to showcase its advancements in these areas, focusing on initiatives in education, healthcare, economic opportunities, and social integration.

The country aims to enhance self-reliance among refugees, with a target of 25% of working-age refugees participating in economic programs and ensuring that at least 5% benefit from social investment programs. Nigeria is also committed to achieving 100% basic education enrollment with fee waivers, full inclusion in national health programs with a focus on mental health, and providing access to quality services for those at risk of gender-based violence.

Nigeria's adherence to the principles of the 1951 Convention and its 1967 Protocol is further evidenced in its policies towards refugees, particularly the granting of Temporary Protection Status to Cameroonian refugees. This policy, along with the inclusion of refugee considerations in the Nigerian National Development Plan and the adaptation of the United Nations Sustainable Development Cooperation Framework in Nigeria, sets a precedent for progressive and integrative refugee support.

Nigeria’s journey in refugee integration, grounded in international and national commitments, serves as a model for global responses to displacement. In an era marked by growing displacement challenges, Nigeria’s approach offers invaluable insights and inspiration, guiding the global community toward a future where solidarity, compassion, and effective integration are the cornerstones of our response to the plight of the forcibly displaced.
