Problem of Refugees and Displaced Persons: Uruguay: Proposal

1. In the resolution adopted by the General Assembly on 12 February 1946 (document A/45) replace the portion of paragraph (c), sub-paragraph (ii) which reads:
"no refugees or displaced persons who have finally and definitely, in complete freedom, and after receiving full knowledge of the facts including adequate information from the governments of their countries of origin, expressed valid objections to returning to their countries of origin and who do not come within the provisions of paragraph (d) below, shall be compelled to return to their country of origin."
by the following:
"no refugees or displaced persons who have freely expressed their desire not to be repatriated shall be compelled to return to their country of origin."
"Considers that to accomplish this objective, all Member States should join the International Refugee Organization."
2. In the Economic and Social Council's resolution of 24 August 1948 (document E/1027) delete the words"
"Considers that to accomplish this objective a substantial number of governments which have not already done so should take early action for membership in the International Refugee Organization;"
and insert the following:
3. Add the following to the resolution of the Economic and Social Council referred to above:
"Expresses its view that Member States should accept the immigration quotas allocated to them by the International Refugee Organization in accordance with a constructive and equitable plan, provided that the immigrants do not suffer from physical, mental, or moral defects injurious to society."
