1 At its 38th plenary meeting, on 20 July 1981, the Council took note of the oral report made by the United Nations High Commissioner for Refugees on behalf of the Secretary-General2 on humanitarian assistance to the refugees in Djibouti and on assistance to student refugees in southern Africa.
