REVIEW OF GENERAL PROGRAMMES

1. The attached document, entitled The General Programmes; UNHCR's Core Activities, was produced by UNHCR and distributed to the Executive Committee Members and other interested countries with a cover letter signed by the High Commissioner, dated 6 March 1998. The document draws attention to the scope and undiminished importance of UNHCR's General Programmes. In particular, it highlights the need to ensure adequate and stable funding of the financial target adopted by the Executive Committee and delineates the negative consequences of financial shortfalls for UNHCR's work and for refugees.

2 The document is of particular relevance to discussion of review of General Programmes under agenda item 3 of the eleventh meeting of the Standing Committee.
