This document provides high level guidance on quantifying the cost of living with the view of defining the transfer value of a multi-purpose cash grant. It provides non-exhaustive guidance on establishing a Minimum Expenditure Basket (MEB) and setting a transfer value.
The document is structured in two parts.
- Section one focuses on how to estimate and quantify the cost of living either through national poverty-related thresholds, such as poverty line, or through tools such as the MEB.
- Section two gives guidance on the determination of CBI transfer value for basic needs, its frequency, timing and duration.
