The second High-Level Officials Meeting (HLOM) 2025 will take place on 16-17 December 2025, with an advance day on 15 December. This event will build on stocktaking efforts at the country, regional, and global levels, to maintain momentum and assess progress against the implementation of the pledges made at the Global Refugee Forum (GRF) towards the advancement of the Global Compact on Refugees (GCR) and also outline next steps in the lead up to the GRF in 2027.
Priorities for the High-Level Officials Meeting in 2025 include:
- Easing pressures through quality financing and climate action
- Enhancing self-reliance through systems strengthening for inclusion and economic inclusion
- Fostering solutions through third-country pathways as well as creating conditions conducive for voluntary return and building peace
- Advancing measures to enable progress toward those outcomes, through partnerships, protection, and regional approaches.
Briefings and meetings in the lead-up to the HLOM 2025
To prepare for this milestone event between two Global Refugee Forums, UNHCR will convene four quarterly informal global briefings on the GCR in 2024:
- The first briefing focused on the GRF 2023 outcome document and Roadmap to the HLOM 2025. The three briefings that followed focused on thematic areas relevant to the GCR, providing an opportunity for multistakeholder pledge leaders to:
- present progress
- set out their political ambitions and work plans
- explain how States and other stakeholders can contribute or get involved.
- In 2025, UNHCR will convene three preparatory meetings for the HLOM. These will serve as consultative mechanisms to clarify the focus, programme, and intended outcomes of the event.
