The Human Rights Defender (Ombudsman)
The Human Rights Defender is an independent official who observes the maintenance of human rights and freedoms by state and local self-government bodies and officials, as well as, in cases prescribed by the law, by organizations operating in the field of public service. The Defender also facilitates the restoration of violated rights and freedoms.
One of the key directions of the activities of the Human Rights Defender’s Office is the protection of the rights of refugees from Karabakh:
- HRD working group for Karabakh refugees.
- Monitoring of temporary shelters by HRDO.
- Analyzing and processing the complaints/applications of forcibly displaced persons.
- Monitoring of access to socio-economic programs and the temporary shelters provided by the government.
- Counseling on accessing socio-economic assistance by the government.
- 24/7 hotline (116).

The Office of Public Defender of the Chamber of Advocates
Scope of activities:
The Chamber of Advocates provides state-guaranteed, as well as UNHCR-funded free legal aid to asylum-seekers and refugees.
Free legal aid includes:
- Legal advice,
- Preparation of legal documents (applications, lawsuits),
- Representation in administrative bodies and courts.
