27 January 2021, Ankara – The closing event of the “Reinforcement of Turkey’s National Asylum System” Project which was co-financed by the European Union and the Republic of Turkey was held on 27 January 2021.The project’s main beneficiary was the Directorate General of Migration Management (DGMM) where United Nations High Commissioner for Refugees (UNHCR) was the implementing agency and the Central Finance and Contracts Unit was the contracting authority. Alongside the key stakeholders of the project, the closing event was attended by representatives of public institutions and international community.
Having launched on 29 March 2017, the project supported Turkey’s efforts to establish an efficient and institutionalized national asylum system with a total budget of EUR 2.7 million. The project ends after a total implementation period of 44 months.
Within the scope of the project, 678 people have attended various training programmes, while 1,793 individuals have benefitted from other capacity building activities. Leaflets on “International Protection Status Determination Procedures”, “Access to Legal Aid”, “Rights and Obligations of Beneficiaries of International and Temporary Protection”, “Voluntary Return Procedures”, “Rights and Obligations Regarding Determination of Statelessness” and “Birth Registration was developed and shared with Provincial Directorates of Migration Management and other stakeholders to raise awareness of persons of concern.
In addition, information materials, including “International Protection Procedures Booklet for Members of the Judiciary”, “Country of Origin Information Methodological Guide”, “Living Guide for Women and Children Under International and Temporary Protection” and “Living Guide for Unaccompanied Children in Transition to Adulthood After Institutional Care” were produced and shared with the respective authorities.
Standard Operating Procedures were developed on accelerated procedures in the context of international protection, inadmissible international protection applications, border procedures, reception and accommodation centres and determination of statelessness. An internal e-learning platform was also developed with a total of 40 training modules.
The project which is based on the cooperation with DGMM, has supported not only DGMM staff, but also Ministry of Justice, Ministry of Family, Labour and Social Services staff, local administrations, NGO staff and lawyers from bar associations with a view to strengthen the existing synergy with these institutions and organizations.
Turkey hosts the largest population of persons in need of international protection in the world and continues to undertake a great responsibility in meeting the needs of these people. The financial support of the European Union and the Republic of Turkey and multi-dimensional cooperation efforts between UNHCR and DGMM are key in addressing the needs of persons in need of international protection in Turkey.
