UNHCR, the UN Refugee Agency, welcomes the adoption by the Government of Romania of the “Emergency Ordinance on the implementation of the National Plan of Measures for the Protection and Inclusion of Displaced Persons from Ukraine and Beneficiaries of Temporary Protection in Romania”, as an exemplary step towards enhancing the protection and inclusion of refugees from Ukraine who choose to stay in Romania.
UNHCR and other UN Agencies, national and international NGOs have been working closely with the Government of Romania to ensure complementarities and synergies between the National Plan and the Refugee Response Plan (RRP). RRP partners have expressed their support in the implementation of the measures in the National Plan in their respective areas of expertise.
“The people of Romania have shown extraordinary solidarity with the refugees, and the Government of Romania has stood out to ensure the comprehensive inclusion of refugees from Ukraine in the socio-economic life of the country.” said Mr. Pablo Zapata, Representative a.i. – UNHCR in Romania. “The National Plan will help guide humanitarian activities nationwide.” Mr. Zapata added.
The National Plan covers a wide range of essential interventions, focusing in key areas such as child protection, access to health care, education and housing, and inclusion in the national labour market. Persons with specific protection needs and prevention of risks of abuse and exploitation are particularly addressed in the Plan. The governmental measures reflected in the National Plan will help refugees regain a sense of stability through access to socio-economic rights during the time they remain in Romania and enhance social cohesion with host communities.
Sustained engagement of the international community and coordinated efforts from all relevant actors, including national and international NGOs, UN Agencies, civil society organizations, and local communities in collaboration with central and local authorities, is key for the effective implementation of the National Plan.
