UNHCR, the UN Refugee Agency, has signed an agreement with the Ministry of Foreign Affairs (MoFA) of the State of Qatar to support its operation from 2024 to 2026. The agreement was signed by Ahmed Mohsen, UNHCR Representative to the State of Qatar, and HE Mohammed Ahmed Al-Hammadi, Assistant Director – Designate of the Department of International Organizations at the Ministry of Foreign Affairs.
The State of Qatar has generously hosted UNHCR’s country office as part of the UN House in Doha, which was inaugurated by the UN Secretary-General, Antonio Guterres, and then HE Deputy Prime Minister and Minister of Foreign Affairs, Sheikh Mohammed bin Abdulrahman Al-Thani, in 2023. This has facilitated the expansion of the humanitarian partnership and enhanced coordination on joint humanitarian efforts, in light of the ever-increasing humanitarian needs of forcibly displaced populations around the world.
This longstanding partnership between UNHCR and Qatar, formalized with the signing of the host country agreement in 2018, has significantly strengthened UNHCR’s operations in the region and beyond. Building on this collaboration, this contribution will ensure continued support for the office’s efforts, enabling UNHCR to provide vital protection services and humanitarian assistance to refugees and other forcibly displaced people worldwide.

On his part, HE Mohammed Ahmed Al-Hammadi said: “The State of Qatar is keen to enhance the constructive partnership with UN Refugee Agency, and I stress Qatar’s continued commitment to its humanitarian obligations and continued provision of the necessary support for the activities and programmes of UNHCR, as part of the strategic partnerships with UN agencies hosted at the UN House in Doha, as well as continuing cooperation and partnership within the framework of the international community to address humanitarian and development challenges.”
For over a decade, Qatar’s cooperation with UNHCR has been instrumental in addressing humanitarian crises worldwide. In 2024, Qatar’s support through its government and Qatari humanitarian entities has been essential, contributing over US$19.4 million to UNHCR’s emergency response efforts in Jordan, Ethiopia, Lebanon, Somalia, South Sudan, and Yemen ensuring refugees and displaced people have access to essential relief items, cash assistance, shelter, quality education, and healthcare services.
