"The Refugee in the Post-War World," Statement by the Secretariat of the United Nations
In connection with certain criticisms made by several delegations during the proceedings of the Third Committee of the General Assembly on the preliminary report of a survey of the refugee problem "The Refugee in the Post-War World", and with the Committee's request for information relating to the responsibility for that report, the Secretariat of the United Nations wishes to state that the preliminary report of a survey of the refugee problem "The Refugee in the Post-War World" was made by a private survey group, at the request of the United Nations High Commissioner for Refugees. The group was headed and selected by Mr. Jacques Vernant, Secretary-General of the "Centre d'Etudes de Politique étrangère" of Paris. It was agreed between the High Commissioner and Mr. Vernant at the beginning of the work on the survey that the information and interpretations contained in the Report would be the sole responsibility of the authors. Therefore neither the United Nations nor the High Commissioner for Refugees has any responsibility for the contents of the Report. This report should not be considered as a document of the United Nations.
