Brief Background of the Project:
The Persons of Indonesian Descent residing in Mindanao (PID) are among the five identified groups of persons at risk of statelessness in the context of the Philippines that were identified in Inter-Agency Round Table Discussions on Statelessness in 2010-2011. During the 2011 Ministerial Meeting of State Parties to the 1951 Refugee and 1961 Statelessness Conventions, the Philippines committed to addressing this concern.
In the first quarter of 2012, the Philippine Government and UNHCR conducted a mapping activity of persons of Indonesian descent in southern Mindanao. This preliminary study provided information on the indicative numbers, locations, and basic community profile of persons of Indonesian descent in some areas in southern Mindanao. Follow through meetings and consultations with the various agencies of the Philippine government and between the Philippines and Indonesia were conducted.
The Government of the Philippines and Indonesia have agreed in February 2014 under their 6th Joint Commission on Bilateral Cooperation to address the situation of PIDs and to implement these under an Action Plan for 2014-2016. In February 2015, the two Governments issued a Joint Declaration on the Protection of Migrants and Migrant Workers which includes extension of consular assistance and solutions to migrants in their territory.
In the last quarter of 2014, a Pilot Registration Exercise was undertaken in the Municipality of Glan. This activity was followed by a series of registration exercises in March 2015 in the same municipality; in May 2015 in Balut and Sarangani Islands in Davao Del Sur; and a special registration in March 2015 in Davao City. A total of 4,888 persons of Indonesian Descent (PID) have been registered as of date, covering 53 barangays from three (3) municipalities and three (3) provinces.
The Registration and Confirmation of Citizenship is an inter-agency effort primarily undertaken by the Philippine Government through the Department of Justice, Bureau of Immigration and the Public Attorney’s Office, in coordination with the Indonesian Government, and support from the UNHCR. Registration of PIDs will continue until the end of 2015 and first quarter of 2016. The registration exercises will be undertaken concurrently with the implementation of solutions for specific categories of PIDs registered.
In view of the above, interested NGO partners are hereby requested to submit the expression of interest and concept note to deliver the following objectives/outputs.
Goal/Objective, Expected Outcome and Main Activities:
Overall Goal: To contribute towards the confirmation of nationality of Persons of Indonesian descent currently residing in Mindanao who are at risks of statelessness
Specific Objective: As support to the interagency and bilateral solutions efforts of the Governments of the Philippines and of Indonesia, this call is for interested partners to ensure utmost participation by PIDs in Mindanao to the registration process that will be carried out through the leadership of the Refugee and Stateless Persons Protection Unit of the Department of Justice, and with the Bureau of Immigration, the Public Attorney’s Office and UNHCR.
Main Activities:
Intended Population of Concern:
The intended population of concern includes all persons of Indonesian Descent currently residing in Mindanao who are at risks of statelessness. Persons of Indonesian descent in Mindanao have been identified as at risk of being stateless on account of application and interpretation of citizenship laws as it relates to their extended length of stay in the Philippines; effects of intermarriage; and want of documents establishing their respective status. A person of Indonesian descent refers to those residing in southern Mindanao which may or may not have been covered by the mapping held in 2012. The population also includes children of persons of Indonesian descent, the Indonesian spouse of a Filipino citizen, an Indonesian citizen and a person of undetermined nationality with links to Indonesia.
