Background
The number of forcibly displaced persons in the world is historically high, at 65.4 million, of which 25,4 million are refugees. 85 percent of refugees are hosted in developing countries. Many refugee crises are protracted, and displacement often lasts for decades. The debate will focus on how Norway and the international community is adapting its refugee response to face these challenges, in order to provide sufficient and long-term assistance and protection to those in need.
Norway has launched its new humanitarian strategy (2019-2023), in which protection of refugees is a central priority. The milestone New York Declaration for Refugees and Migrants was adopted in 2016, and includes a Comprehensive Refugee Response Framework (CRRF) for future planning and action. It was adopted by all member states of the United Nations. The UN High Commissioner for Refugees (UNHCR) has since developed a Global Compact on Refugees in close consultation with states and other stakeholders. It received near-universal acknowledgement in the UN General Assembly in 2018 and will be implemented from 2018.
