UNHCR, the UN Refugee Agency, has submitted our observations to the proposed amendment of the Norwegian Immigration Act.
The proposal seeks to introduce the opportunity to grant individuals a temporary subsidiary protection, instead of refugee status, in situations of significant increase in the number of arrivals of asylum-seekers.
UNHCR recommends that the government clarifies the circumstances and criteria for when such measures would be activated. UNHCR also recommends Norway to continue to grant beneficiaries of subsidiary protection the same or similar rights as 1951 Convention refugees.
