UNHCR’s Representation for the Nordic and Baltic Countries has submitted observations to the draft amendments of the State Borders Act and other related acts in Estonia.
The law amendments were shared by the Government of Estonia on 6 April in a fast-track procedure. The amendments propose new provisions and changes to the existing legislation concerning border management, asylum, legal aid, and expulsion.
In these observations, UNHCR provides a number of concrete recommendations to the Government of Estonia, and overall, UNHCR underlines that the fundamental right to seek asylum should be observed also in times of emergency, and the UNHCR regrets that the amendments may restrict the possibility for persons apprehended in the border area to seek asylum in Estonia.
