UNHCR, the UN Refugee Agency, has submitted our observations to the Norwegian government’s law proposal regarding social security rights of asylum-seekers and refugees.
The proposed amendments intend to limit refugees’ access to core social security entitlements, for instance by introducing a five-year residency requirement before refugees can receive pension and cash benefits as parents with small children.
UNHCR recommends Norway to retain the current provisions of the relevant laws regulating pension, childcare and all other social benefits of refugees. UNHCR also recommends that the government refrains from introducing qualifying residency requirements for refugees to be eligible for social benefits.
