UNHCR, the UN Refugee Agency, has submitted our observations to Estonia’s draft law (217) to complement the Citizenship Act, addressing deprivation of Estonian citizenship.
The law proposal seeks to give the Government discretionary powers to deprive naturalised citizens of Estonian citizenship in case they have been convicted by a number of serious crimes such as treason, terrorism or intelligence activities against the Republic of Estonia. In the observations, UNHCR amongst other things, underlines that that deprivation of nationality is permissible under international law, if it is not arbitrary and does not lead to statelessness.
