日本政府は、トルコ・シリア大地震により被災したシリア北西部の人々への緊急支援として、国連難民高等弁務官事務所(UNHCR)に150万米ドルの緊急無償資金協力を決定しました。
日本政府は、地震発生直後の2月にも緊急無償資金協力を実施しており(プレスリリース)、増大する支援のニーズへの対応として、このたび2回目の緊急無償資金協力となります。
2023年2月6日にトルコ南東部とシリア北部で発生した大地震は、両国に甚大な被害をもたらし、現在も復旧作業が続いています。長年にわたる紛争の影響で、シリアでは地震発生前から全国で1,530万人が人道支援を必要としており、世界で最も多い680万人が国内避難民となっています。こういった脆弱な立場にある人々も多く被災しており、日々の生活がさらに困難なものとなっています。
国連の統計によると、シリアでは約880万人が被災、特に大きな被害を受けた北西部を中心に、死者4,500人、負傷者1万400人を超える被害が確認されています。厳しい冬の真っただ中で、子どもやお年寄りを含む多くの人々が、シェルター、食料や水、医療サービスに十分アクセスすることができず、極寒の避難生活を余儀なくされてきました。
UNHCRは地震直後から、パートナー団体と連携してシリア北西部の被災者への人道支援を進めてきましたが、発生3カ月が過ぎた今も現場での支援のニーズは膨大であり、一人ひとりの命を守るためにさらなる支援が必要とされています。
今回の日本の協力を通じて、UNHCRはシリア北西部の被災者が緊急に必要としている援助物資の配布を強化します。基本的な生活に必要な物資へのアクセスを改善することで、脆弱な立場にある人々の命と健康な生活の確保を目指します。

The Government of Japan’s Additional Emergency Grant Aid for People in North-West Syria Affected by the Türkiye-Syria Earthquake
The Government of Japan has decided to provide US$1.5 million to the United Nations High Commissioner for Refugees (UNHCR) as emergency grant aid for people in north-west Syria affected by the Türkiye-Syria Earthquake.
This is the second emergency grant aid from the Japanese government in response to the growing need for assistance. Japan previously provided aid in February immediately after the earthquake (press release). The earthquake that struck south-eastern Turkey and northern Syria on February 6, 2023, caused extensive damage in both countries, and recovery efforts are still ongoing. Due to years of conflict, 15.3 million people across Syria needed humanitarian assistance even before the earthquake, and 6.8 million people were internally displaced, the highest number in the world. Many of these vulnerable people were affected by this disaster, making their daily lives even more difficult.
According to UN statistics, approximately 8.8 million people have been affected in Syria, with more than 4,500 confirmed dead and 14,400 injured, especially in the north-western part of the country, which was hit hardest. In the middle of a harsh winter, many people, including children and the elderly, were forced to live in extremely cold conditions, without adequate access to shelter, food, water, and medical services.
UNHCR has been working with partner organizations to provide humanitarian assistance to victims in north-west Syria since immediately after the earthquake. Three months after the earthquake, the need for assistance on the ground continues to be enormous, and more support is necessary to save lives.
Through Japan’s assistance, UNHCR plans to enhance the distribution of urgently needed aid supplies to the affected population in north-west Syria. By improving access to necessities, we can improve the living conditions of many vulnerable people who are still suffering in the aftermath of this disaster.
