日本政府は、UNHCRがキルギスで実施している緊急人道支援に対して、総額50万米ドルの緊急無償資金協力の実施を決定しました。
9月中旬からキルギス南部ではタジキスタンとの国境付近で衝突が続いており、わずか2日間で13万人以上が避難を余儀なくされました。
今回の衝突により住宅630棟が破壊されたほか、12の学校、12の幼稚園、4の医療施設など現地のインフラも被害を受け、必要なサービスも十分に機能していない状態です。UNHCRは現地政府、パートナー団体と連携し、家を失った人々に対して、一時的な住まいや緊急援助物資の提供を実施しています。
9月17日にいったん停戦合意が結ばれたものの、984キロにわたる国境を接している両国では、土地や水資源、道路などをめぐる衝突が定期的に発生しており、南部のバトケン州をはじめ周辺地域では情勢不安が続いています。
現地当局は一連の衝突の影響がおよんでいる地域を対象に緊急調査を実施し、その結果、医療施設、食料、非食料援助物資、衛生施設をはじめ、防寒用の衣服、こころのケア、IDカードや不動産関連の書類の再発行のための法的サポートなど、多岐にわたるニーズが明らかになりました。
また、今回の衝突で避難を強いられ、脆弱な立場にある女性や少女、障がい者、高齢者への保護やシェルター支援に加えて、冬にはマイナス10度にもなる過酷な生活に備えた越冬支援も課題となっています。
UNHCRは日本の支援を通じて、今回特に大きな被害を受けた地域のひとつであるバトケン州および周辺の国境地域で避難を余儀なくされている国内避難民に対して、保護、シェルター、非食料援助物資を通じて、一人ひとりの命と生活を守る支援を強化します。

Government of Japan Emergency Grant Aid: “Emergency Grant Aid in response to the deterioration of the humanitarian situation in the Kyrgyz Republic”
The Government of Japan has decided to allocate an emergency grant aid of US $500,000 in total to United Nations High Commissioner for Refugees (UNHCR) to support its emergency humanitarian assistance in Kyrgyzstan.
Since mid-September of this year, the border clashes have escalated in the south of Kyrgyzstan along the border with Tajikistan and resulted in the displacement of more than 130,000 people within two days.
Due to the clashes this time, 630 houses as well as local infrastructure, including 12 schools, 12 kindergartens, and 4 medical facilities have been destroyed, leaving essential services disrupted. UNHCR, in collaboration with State and local authorities, and other UN agencies and partners, has provided temporary housing, emergency relief, and supplies to those who were left without housing.
Although a peace deal was signed by the Tadjik and Kyrgyz authorities on September 17, clashes over land, water resources, and roads have occurred regularly between the two countries, which share a 984-km border, and a turbulent situation continues in the neighbouring areas such as southern state of Batken.
Local authorities conducted an emergency survey of the areas affected by the series of clashes, which revealed a wide range of needs, including medical facilities, food, non-food items, and sanitation facilities, winter clothing, mental health care, as well as legal support for the reissuance of ID cards and real estate documents.
In addition to protection and shelter assistance for vulnerable groups, including women, adolescent girls, people with disabilities, and the elderly who were forced to flee due to the clashes, there is also the issue of winterization assistance to prepare them for the harsh living conditions, which can drop to minus 10 degrees Celsius in winter.
Through this funding, UNHCR will strengthen its support for internally displaced persons who have been forced to flee their homes in Batken State, one of the areas particularly hard hit this time, as well as neighbouring border areas, to protect individual lives and livelihoods through protection, shelter and non-food items assistance.
