This website is a repository to help design and implement assessment and monitoring exercises to better understand the needs, capacities, and aspirations of the people we serve, and the impact and effectiveness of our interventions.
Materials in the resource centre are based on standardized and harmonized methods and frameworks. They support evidence-based programming and policy making for UNHCR and our partners.
The UNHCR Assessment and Monitoring Resource Centre materials have been designed to facilitate the implementation of the UNHCR Programme Handbook and the UNHCR Needs Assessment Handbook.

Navigating the Resource Centre
The Resource Centre helps you to select the type of assessment or monitoring exercise most appropriate according to purpose and context.
The resources are organized in four phases:
- Design: Define objectives, methodology, workplan, and budget.
- Collect: Develop the questionnaire, train enumerators, pilot, and implement.
- Analyze: Check, clean, and analyze your data.
- Use: Communicate and report findings and inform decisions and actions.
Not all the resources on the site will be for you. Some resources are specific to certain types of activities and won’t be applicable to your exercise.
Listed resources should not be considered as sequential. In reality, many of the activities listed in each phase will overlap.
