UNHCR Egypt Office would like to procure one renovation work for one floor 960M2 at the World Trade Center.
The required full specifications are per the attached Annex A.
Your offer shall be prepared in English and/or Arabic. In case of error in the total, UNIT price will be considered for calculation.
Please submit your offer using the Annexes provided. Offers not conforming to the requested formats may not be taken into consideration. Your offer should be inclusive of taxes and duties. The vendor should provide the rates for the whole requirement in Annex A.

Bidders are required to submit any request for clarification in respect of this RFQ by e-mail to [email protected] with the subject of: Clarification request Renovation WTC RFQ#104/2023. Clarification requests with different subject lines may be disregarded. The deadline for receipt of questions is 23:59 in Cairo on 13 Dec 2023.

UNHCR will reply to the questions received as soon as possible by means of publication on its website or by email to all invited bidders.
UNHCR will organize mandatory site visit on 13 Dec 2023 @ 11:00 Hrs at the World Trade Center, Floor 14.

A maximum of two representatives per company is allowed. Names and contact details of the company’s representatives must be provided prior to the site visit, by e-mail to [email protected]. The exact location of buildings will be shared by e-mail.
Participation to the site visit shall be at the bidders’ own expenses. There will be no reimbursement from UNHCR.
Participation to the site visit is mandatory. Not attending the site visit will lead to disqualification.
Please note that after the site visit, and the clarification deadline, a Questions & Answers document will be prepared and posted on the UNHCR website or distributed by email to all invited bidders.
Kindly send separate document(s) and/or mail for technical and financial proposals. Failure to do that may result in disqualification.
For the award of this procurement, UNHCR has established evaluation criteria which govern the selection of proposals received. Evaluation is made on both technical and financial basis. The percentage assigned to each component is determined in advance as follows:
Bidders are requested to submit a clear technical proposal to allow the technical committee to evaluate them against the criteria published in Annex C. It is recommended to create subfolders for each point of the technical evaluation criteria in Annex C.
IMPORTANT: The Financial proposal will only be opened for evaluation if the supplier’s technical part of the proposal has scored the minimum obtainable marks by UNHCR’s technical evaluation team and has complied with all pass/fail requirements. |
The maximum number of points will be allotted to the lowest price proposal that is opened and compared among those invited firms. All other price proposals will receive points in inverse proportion to the lowest price; e.g., [total Price Component] x [US$ lowest] \ [US$ other] = points for other supplier’s Price Component.
For evaluation purposes only, the proposals submitted in currency other than US Dollars will be converted into US Dollars using the United Nations rate of exchange in effect on the date the submissions are due.
We would appreciate receiving your quotation on or before 19 Dec 2023 @ 10:00 AM. The quotations must be accompanied with the below mentioned documents.

Please be aware of the fact that the e-mail policy employed by UNHCR limits the size of attachments to a maximum of 10 Mb so it may be necessary to send more than one e-mail for the whole submission.

IMPORTANT: Quotations that are otherwise addressed and/or copied or sent to other addresses or individuals other than the above-mentioned Supply staff members or unless otherwise advised, will be marked invalid and not considered for evaluation.
QUOTATION TO BE RECEIVED before or on: 19 Dec 2023 @ 10:00 am.
The standard payment terms of UNHCR are net 30 days upon satisfactory delivery of goods and acceptance thereof by UNHCR.
Submitting your quotation for this RFQ will be considered as acknowledgement/agreement for the general terms and conditions mentioned in Annex H and UN Supplier Code of Conduct Annex F, which applies for all UNHCR procurement.
