INTRODUCTION TO UNHCR
The Office of the United Nations High Commissioner for Refugees (UNHCR) was established on December 14, 1950 by the United Nations General Assembly. The agency is mandated to lead and co-ordinate international action to protect refugees and resolve refugee problems worldwide. Its primary purpose is to safeguard the rights and well-being of refugees. It also has a mandate to help stateless people.
In more than five decades, the agency has helped tens of millions of people restart their lives. Today, a staff of some 6,600 people in more than 110 countries continues to help about 34 million persons. To help and protect some of the world’s most vulnerable people in so many places and types of environments, UNHCR must purchase goods and services worldwide. The Office of the United Nations High Commissioner for Refugees (UNHCR), Egypt, invites qualified bidders duly registered with the Government of Egypt to make a firm offer for the provision of Construction services for the backyard of UNHCR 6 October office.
IMPORTANT: Exact Scope of Work and Technical Specifications of the required scope of work are detailed in the BOQ (Annex A) of this document.
UNHCR will award One time PO for this tender.

Supplier Site Visit
Interested companies are invited to attend to the MANDATORY site visit for a complete understanding of the Scope of Work prior to sending the formal proposal to UNHCR. The MANDATORY site visit will be organized as the following:
In case you did not attend to the site visit, then your offer will be disqualified.

2. Requests for clarifications
Bidders are required to submit any request for clarifications in respect of this RFQ by e-mail to [email protected], The deadline for receipt of questions is 17 December 2023 at 12:00 pm HRS. Bidders are requested to keep all questions concise. UNHCR will copy any reply to a question to all other invited suppliers.
All the emails sent requesting clarification MUST have the following subject otherwise UNHCR reserves the right NOT TO REPLY.

3. RFQ DOCUMENTS:
The following annexes forms integral part of this request for quotation (RFQ):
Annex A: BOQ.
Annex B: Financial Form, please use Annex B as financial offer.
Annex C: UNHCR General Terms and Conditions for Goods.
Annex D: UN Supplier Code of Conduct.
Annex E: BACK YARD _ RR _ Architectural layout.
Annex F- BACK YARD _ RR _ Power layout.
Annex G- BACK YARD _ RR _ Reflected Ceiling layout.
4. Your offer shall comprise the following two sets of documents:
a. Technical offer.
b. Financial offer.
You are requested to hold your offer valid for 90 days from the deadline of submission. UNHCR will make its best effort to select a company within this period.
The standard payment terms of UNHCR are net 30 days upon satisfactory delivery of goods and acceptance thereof by UNHCR.
The cost of preparing a bid and of negotiating a contract, including any related travel is not reimbursable nor can it be included as a direct cost of the assignment.
5. Technical Evaluation
The Technical proposal will be evaluated in 2 stages:
Stage 1: Mandatory Pre-qualification

The Bidders must meet all the above mandatory pre-qualification criteria in order for their proposal to be considered for further evaluation.
Stage 2: Technical Evaluation
The percentage distribution of 60% from the total score of technical evaluation has been allocated to Technical Proposal. Maximum scores are listed in the table below. Failure to achieve a minimum score of 40 points out of the 60 points will result in technical non-compliance and elimination from further evaluation.

To pass the technical evaluation, the bidder should collect 40 and above.

Financial Evaluation
The Financial Offer will use the following percentage distribution: 40% of the total score.
The maximum number of points will be allotted to the lowest price offer that is opened and compared among the technically compliant proposals. All other price proposals will receive points in inverse proportion to the lowest bid, i.e., [Lowest offer amount x [100] / [the offer amount of proposal vendor] = points for other Supplier’s Price Component x 40% = the points to count towards the overall score.
6. RFQ Submission:
We would appreciate receiving your quotation on/or before 18 December 2023 @ 12:00PM (local time).
Please submit your offer using the Annexes provided. Offers not conforming to the requested formats may not be taken into consideration. Your offer should be inclusive of taxes and duties.
Your offer/quotation must be duly signed and stamped with date sent via email on the given email address on or before the closing date and time. Submission email address: [email protected].
Please be aware that the e-mail policy employed by UNHCR limits the size of attachments to a maximum of 10 Mb so it may be necessary to send more than one e-mail for the whole submission.

IMPORTANT: Quotations that are otherwise addressed and/or copied or sent to other addresses or individuals other than the above-mentioned Supply staff members or unless otherwise advised, will be marked invalid and not considered for evaluation.
Submitting your quotation for this RFQ will be considered as acknowledgement/agreement for the general terms and conditions mentioned in Annex C and UN Supplier Code of Conduct Annex D, which applies for all UNHCR procurement.
