Duties and Qualifications
The United Nations High Commissioner for Refugees (UNHCR) is the agency entrusted by the United Nations General Assembly with the mandate to provide international protection to refugees and, together with Governments, to seek permanent solutions to the problems of refugees. Article 35 of the 1951 Convention relating to the Status of Refugees and Article II of the 1967 Protocol requires states parties to cooperate with the office of the UNHCR in the exercise of its supervisory responsibilities. UNHCR’s supervisory responsibility has been reflected in European Union law, including by way of a general reference to the 1951 Convention relating to the Status of Refugees in Article 78 (1) of the Treaty on the Functioning of the European Union (TFEU), as well as in Declaration 17 to the Treaty of Amsterdam, which provides that ¿consultations shall be established with the United Nations High Commissioner for Refugees on matters relating to asylum policy.
Within the framework of UNHCR’s supervisory responsibility, the UNHCR country office in Cyprus seeks a Senior Needs Assessment Assistant to have regular presence at the First Reception Centre in Kokkinotrimithia (Pournara) for screening, information provision and counseling services. The Senior Needs Assessment Assistant may also be requested to provide such services at the Limnes Multipurpose Center in Larnaca and the Reception Center in Kofinou.
The Senior Needs Assessment Assistant is expected to identify the material and evident health-related needs of newly arrived asylum seekers at the First Reception Center. Upon identification, the incumbent shall inform the authorities responsible for the management of the centre of the immediate needs identified in order to have a comprehensive outlook of the needs of the residents, informing their timely actions for access to appropriate referral mechanisms and support. Furthermore, the Senior Needs Assessment Assistant shall follow-up on identified needs to ensure that vulnerable individuals receive the special needs assistance required.
The Senior Needs Assessment Assistant shall identify and analyse the needs and vulnerabilities of affected persons, notably as regards access to health, security, nutrition, clothing and non-food items, in line with international and EU standards on reception conditions. A gender-based and child-rights approach shall be followed, while ensuring that vulnerabilities are adequately identified and addressed.
In addition, the Senior Needs Assessment Assistant shall provide input to UNHCR for informing its strategy, as well as for data management purposes.
Supervision
The Senior Needs Assessment Assistant will work under the supervision of the Protection Officer of UNHCR. S/he will provide a daily report of the needs assessment of newly arrived asylum seekers to the competent authorities and UNHCR, and maintain the registry. S/he will maintain close contact with all relevant staff in the office and have regular meetings with the responsible authorities. In addition to ongoing referrals and follow-up on vulnerable individuals, the incumbent is expected to provide weekly reports to the Protection Officer highlighting the most critical issues and gaps identified, as well as the response provided.
Additional Information
The expected duration of the assignment is from 1 June to 31 December 2022. This is a full time assignment for five working days per week (Monday to Friday) from 8.00 hrs – 4.00 hrs. The fee for the assignment is set to Euro 2,569 monthly. Individual contractors do not benefit from exemption from taxation on their fees paid by UNHCR and are responsible to comply with applicable laws, including those related to tax and social security.
