Part 2 – Position Requirements
2.1 Organizational Context
The Office of the United Nations High Commissioner for Refugees (UNHCR) is a humanitarian and non-political organization mandated by the United Nations to protect refugees and stateless persons and help them find lasting solutions to their problems. UNHCR’s activities are based on a framework of international refugee law and standards that includes the 1951 Convention relating to the Status of Refugees and its 1967 Protocol, as well as an array of international and regional treaties on human rights and humanitarian law. UNHCR works with States, civil society organizations, the legal community, the media and other actors to ensure effective protection and promote durable solutions through a mix of capacity-building, refugee law promotion, advocacy and public awareness activities.
UNHCR is looking to hire a highly motivated individual to assist its country office in Cyprus in carrying out a wide range of programme and project management tasks and is inviting qualifying candidates to apply.
2.2 Functional Statement
2.2.1 Accountability
o The needs of persons of concern in the country are assessed and analysed in a participatory manner and using an Age, Gender and Diversity (AGD) perspective to form a firm basis for planning.
o Project agreements are established in a timely manner, regularly monitored and reported on in compliance with established guidelines and procedures.
2.2.2 Responsibility
o Assist in negotiating agreements with implementing partners and ensure that project agreements are established in conformity with UNHCR’s financial rules and instructions, are regularly monitored and reported on in compliance with established guidelines and procedures.
o Undertake proper collection, monitoring and use of baselines, standards and indicators needed to measure and analyse programme performance, trends and target interventions.
o Review the implementation and performance of projects through appropriate physical monitoring to evaluate the projects by reviewing work plans, progress reports, budget, financial reports and expenditures; undertake field visits as required.
o Use UNHCR’s corporate tools (e.g. Global Focus, Focus Client) to assess the technical soundness of the operation and generate data for evidence-based decisions at the country-level.
o Assist in keeping donor representatives briefed on developments and assist in the preparation of funding submissions, appeals and reports.
o Assist in ensuring compliance in issuance of audit certificates for implementing partners.
o Perform other duties as required.
2.2.3 Authority
o Provide inputs for the country operations plan (including budgets, staffing levels and structures) as well as prepare inputs for funding submissions, appeals and reports.
o Enforce compliance with UNHCR’s global strategies, protocols and guidelines.
o Represent UNHCR in physical monitoring of projects.

2.4 Essential Minimum Qualifications and Professional Experience Required
o Completion of secondary education with post-secondary training/certificate in Business Administration, Social Science, International Law or related field;
o Minimum 6 years of previous job experience relevant to the function;
o Computer skills (MS Office and People Soft applications);
o Fluency in English and Greek essential. Working knowledge of Turkish an asset
2.5 Desirable Qualifications & Competencies
o Completion of the UNHCR Learning Programmes or specific training relevant to functions of the position
o Good knowledge of UNHCR programme and financial rules, procedures and processes
o Knowledge of UNHCR specific programmes (MSRP, Focus, etc.)
o Prior exposure to UNHCR refugee operations and functions relating to office administration and programme activities
