General Background of Project or Assignment:
The number of refugees receiving international protection in Bulgaria has continued to increase, with the total number of new claims surpassing 20,000 in 2022, almost twice as the year prior, and over 50,000 refugees from Ukraine living in the country under Temporary Protection. As an EU external border country, which also has a sizable outflow of its own nationals due to economic pressures, the consolidation of Bulgaria as a country of asylum urgently requires the expansion of opportunities for integration and economic inclusion.
Purpose and Scope of Assignment (concise and detailed description of activities, including measurable outputs and delivery dates, impact indicators (what qualitative and quantitative results would be achieved upon completion of the assignment), performance indicators (timelines, value of the service rendered in relation to the cost, timeliness) and work plan):
The expert will support UNHCR’s office in Sofia with the development and first steps in the implementation of a strategy to bolster inclusion/integration of refugees in Bulgaria, focusing on
∙ Evaluation of opportunities, risks and challenges of potential avenues to promote refugee inclusion/integration and identification of potential areas for UNHCR engagement;
∙ Evaluation of the relevant legal and public policy framework and support for the preparation of advocacy initiatives;
∙ Mapping of national and local-level practices on socio-economic integration of refugees and identification of best practices and common challenges and recommendations for follow up;
∙ Mapping of and identification of engagement opportunities with relevant actors, including but not limited to authorities, international and national organizations, professional associations, employers, chambers of commerce, community groups and faith-based organizations.
∙ Other duties as required, within the scope of the assignment.
Within the first fifteen days after the start of the assignment, the incumbent will draft, share and agree with the reporting officer a detailed workplan for the entire duration of the assignment, describing the deadlines and specific outputs. The agreed workplan will from the basis for monitoring the progress of the implementation of the contract.
Monitoring and Progress Controls (reports requirements, periodicity, format, deadlines):
The incumbent will keep regular contact with the reporting officer and other relevant staff in the UNHCR office in Sofia, and, through their coordination, with external actors as relevant.
Within the last five days of each month, the incumbent will provide a short monthly written report summarizing the activities implemented during the period, which will be required to process payment of the relevant instalment.
Definition of the Final Product (i.e., survey completed, data collected, workshop conducted, research documents produced, etc.):
Research and advocacy papers produced and events conducted, as defined in section 11 and in the work plan to be developed and agreed upon between the incumbent and the reporting officer.
Qualification and Experience of the Individual Contractor (degree required, years of experience, field of expertise, language required):
Field of expertise: Business management, development, economics, international cooperation or other related fields.
Years of experience: At least ten years of progressively responsible experience.
Languages: Fluency in Bulgarian and English is essential. Fluency in Russian and other UN languages is an asset.
