16 Nov 2001 UNHCR Friday welcomed constitutional changes guaranteeing civil rights to the ethnic Albanian minority in the Former Yugoslav Republic of Macedonia. On Thursday High Commissioner Ruud Lubbers warned of further population displacements if the August peace accord is not implemented immediately. -
